Call for Applications – Head Admin/HR & Finance

Hanns Seidel Foundation India invites applications for its office in Delhi, for the position of Head Admin/HR & Finance, starting 1st August 2026.

The position involves the following key tasks and functions:

Admin & Finance 

  • Manage end-to-end financial operations, including accounting, budgeting, fund flow management, and monthly/annual financial reporting for HSS programmes in India.
  • Supervise programme and partner accounts, verify invoices, payments, tax compliance, and supervise booking in the ERP system.
  • Scrutinize invoices and payments, including tax payments.
  • Supervise the booking of all general expenses in the ERP system.
  • Manage the electronic book-keeping of all expenses incurred in both offices and update the records on a monthly basis.
  • Coordinate independently with Munich headquarters, chartered accountants, and auditors on all financial, contractual, and budgetary matters.
  • Manage all bank-related tasks including communication with bank officials to ensure financial stability for HSS and smooth flow of funds including timely KYC renewals and updating of any changes in the Management of HSS.
  • Proactively ensure compliance with taxation laws [GST, TDS] financial procedures, administrative regulations, statutory requirements, and audit readiness across both offices.
  • Assistance during audits both in India and Head Office.
  • Oversee office administration, contract management, vendor management, procurements, accounts filing, and timely settlement of operational expenses in Delhi and Bangalore offices.
  • Review and update financial /administrative guidelines and Partner Agreements while ensuring compliance to German as well as Indian regulations.
  • Train and supervise employees in programme accounting, bookkeeping, and financial administration processes.
  • Manage the regular updation of internal Standard Operating Procedures (SOP) and ensure the implementation of SOPs in both offices in view of ensuring optimised project management process cycles.

HR 

  • Manage staff salary transfers, tax-related processes, Provident Fund contributions, and contract renewals in compliance with regulations.
  • Oversee employee health insurance administration and provide support during Provident Fund inspections.
  • Supervise secretarial, project assistance, internship, and office support staff to ensure smooth office operations.
  • Maintain orderly and confidential HR documentation, including salary records, contracts, leave records, PAN details, and Provident Fund files.
  • Plan annual team workshops (project planning) in collaboration with the team.
  • Assist the Resident Representative in recruitment and other human resource management activities. 

Requirements:

  • Master’s degree in finance, commerce, management or similar.
  • A minimum of 10 years of finance and/or admin management experience in the field of international development cooperation or the NGO Sector.
  • Excellent command over English & Hindi in spoken and written form. Knowledge of German language is an added advantage.
  • Excellent organizational skills and experience in efficiently contributing to project management processes.
  • Thoroughness in handling administrative or financial matters independently
  • Good writing, communication and people skills
  • Proficiency with modern office, communication, computing & accounting (Tally) software 
  • Pro-active and independent approach to work
  • Willingness to travel nationally and internationally
  • Work in an international team
  • Interest in political affairs and international relations
