Strengthening ties in Modern Policing: Karnataka-Bavaria Police Cooperation
Exchange with Bengaluru City Police Commissioner, Shri Seemant Kumar Singh, IPS, along with senior officers
From 27 to 31 October, 2025, two police officials from the Bavarian Police — Police Chief Director Manfred Gigl, Chief of 2nd Special Response and Training Police, Bavarian Police and Captain Ralf Eireiner, Lecturer of 2nd Special Response and Training Police, Bavarian Police — visited Karnataka to further strengthen the Karnataka–Bavaria police partnership.
The delegates met with Dr. M. A. Saleem, IPS, Director General and Inspector General of Police (DG&IGP), Karnataka State Police, to review past collaborations, assess key achievements and deliberate on emerging challenges in modern policing.
Visit to the Bengaluru Safe City Command Centre
Through interactions with senior police officials from Karnataka State Police, the delegates gained insights into Karnataka’s strategic approach to maintaining public order during large gatherings and public events, reinforced by technology and strong community engagement. The discussions also underscored the growing role of women in the police force, who have been pivotal in promoting public safety and managing sensitive situations during major events. A visit to Bangalore City’s Command Centre provided an impressive demonstration of how safe-city principles are operationalised through the integration of advanced technology and human oversight.
Meeting at the Crime Investigation Department, KSP Cyber Crime Unit
At the Cyber Crime Division, the delegates were briefed on Karnataka’s cybersecurity systems, including the operational framework, investigative methods and best practices adopted by the Karnataka Police in combating cyber threats and digital crimes. A highlight of this visit was the state-of-the-art Centre for Cybercrime Investigation Training and Research (CCITR), a PPP (Public-Private- Partnership) model established by Criminal Investigation Department (CID) Karnataka in collaboration with Infosys Foundation and Data Security Council of India (DSCI) — which enables innovative and specialised approaches to cybercrime investigation and serves as a reference point for police forces across the country.
Discussion with Research Team at NLSIU Bengaluru
At the National Law School of India University (NLSIU), Bengaluru, the delegation engaged with their research team on NLSIU’s ongoing work to promote gender diversity and equity in policing, including its recent project on the role of women in the Karnataka State Police which was also supported by HSS. The Bavarian police officials welcomed this initiative, as it aligns with the police partnership's goal of jointly advancing citizen-friendly police, wherein gender-responsive policing as well as an increased number of women play a key role.
Interaction with the heads of police training institutions at Karnataka Police Academy, Mysuru
The delegates also visited Karnataka Police Academy (KPA) in Mysuru, where they interacted with the heads of police training institutions and the 46th batch of Probationary Police Sub inspectors (PSI’s). Discussions focused on sharing best practices in law enforcement, technology integration, citizen-friendly policing and the standardisation of scenario-based training across police training institutes in Karnataka. A significant milestone of the visit was the announcement by Mr. Alok Kumar, ADGP (Training), of joint police training for future batches of men and women probationers—an important step towards promoting gender equality in police training.
Since the beginning of the partnership between Bavaria and Karnataka established in 2007 and the Joint Declaration of Intent signed in 2016, HSF has been coordinating various programmes and delegations aimed at strengthening police cooperation between the two states.
