Training of Trainers Program in Climate Change and Water Conservation

Hanns Seidel Foundation (HSF) and Center for Social Research (CSR) have partnered with an aim to empower women elected representatives and To-be women elected representatives to take on leadership roles in water management and conservation within their communities

The Training Module on Climate change and Water conservation designed for the Women Elected Representatives aims at building and improving: 

  • their knowledge of water issues, 
  • their understanding of available government schemes,
  • initiatives to address water concerns, and
  • their capacity to use their power as elected representatives to address water issues within their communities.

After testing the Module through 5 Pilot trainings and Evaluations conducted in 2 Districts (Sanganer & Sirohi), Rajasthan in 2014, the Training Module was finalized for conducting the Training of Trainers (ToTs) programmes in 2015 in selected Districts of Rajasthan including Sirohi and Sanganer for training Women Elected Representatives and active Women leaders.

The four day residential TOTs are foreseen as a platform to create a network of potential trainers who can take the Water Conservation and Climate Change Programme ahead in their communities.

Being in responsible positions, the participant group of Sarpanch, Ward Panch/Member, and Active Village Volunteers, will be in a better position to address such trainings with the community women.

The main activities and highlights: 

  • Finalization of the Training Resource kit including the Trainer Handout and Training aids
  • Consultation Workshop on 24th April: The aim was to present the Training of Trainer’s Module (ToT) to Experts from the field of Water Conservation, Climate Change, Gender and State PRI Training Institute and receive their views on it. The recommendations towards activities and content were incorporated in the Training Module.
  • The 1st ToT was conducted in Sirohi District from 11th till 14th May 2015 in collaboration with the local partner Jan Chetna Sansthan (Abu Road)
  • The 2nd ToT was conducted in Jaipur from 23rd till 26th June 2015 with the collaboration of local partner SIDART and CECOEDECON.
  • The 2nd ToT was conducted at the Indira Gandhi Panchayati Raj and Gramin VikasSansthan (State Institute of Rural Development) Jaipur; IGPRS an autonomous organization working for the development of panchayati raj and rural areas under the Government of Rajasthan. Mr. Rajeshwar Singh (Director General, IGPRS), Dr. Anita Brandon (Professor, IGPRS) and team facilitated the training and also gave valuable inputs to the participants.
  • The participants in both the ToTs were elected women Representatives from the Panchayats and active volunteers.
  • The basic concepts of Climate change and Water conservation from the Gender perspective was shared with the participants through various interactive methods like Tanagram, Power walk, role plays,  games , Water Resource mapping and movie screenings.
  • The prospective trainers were also trained on leadership, governance, communication and behavioral/training skills in order to enable them to be better leaders and also to carry forth the training in their communities.
  • The participants were informed on the various Government schemes at the Centre and State level which provided funds for the development of the Panchayats especially for Conservation of Water, adoption of better irrigation systems and mitigation methods to tackle with the Climate change.
  • At the conclusion of the training, the Training resource kit consisting of Mejbasta (a convertible bag cum table), posters, handouts and other training material were distributed to the participants.
  • Being freshly elected all participants were eager to learn and enthusiastic to further conduct trainings in their Panchayats.
  • The participants also used the training to network with each other, share and learn through their experiences and achievements in their Panchayats.
  • The participants who despite family/work engagements in their Panchayats spent full 4 days in the residential training expressed that they had gained a lot from the training and also committed to continue the trainings in their Panchayats.
  • Since it was expressed by the participants that this Training which was the first of its kind in the rural areas of Rajasthan, Dr. Anita Brandon and Mr. Rajeshwar Singh of the IGPRS expressed their willingness to integrate the training programme in the trainings conducted at the Institute.
