Cooperative Federalism and Local Governance in India

The much-desired call for cooperative federalism in India often does not factor in the implications of the relationship between the state & union governments on local governance. It is observed that local governance gets substantially influenced by the nature of relationship (read either conflictual or cooperative) that a state shares with the centre. As the nature of federalism in India keeps evolving with changing political dynamics, critical issues affecting & interacting with the local governance merit discussion. This policy brief addresses these issues & offers a set of policy recommendations that would help ensure local governance.
