Decentralized Governance in India: Issues of Functions, Functionaries, and Finance

The regions governed under the Fifth & Sixth Schedules of the Indian Constitution, often called 'states within the state,' remain marginalized in the larger federal discourse. Local governance in these Scheduled Areas struggles with inadequate devolution of the functions, functionaries & finances. Tribal & marginalized communities, who make up the majority of the population there, frequently face governance issues related to land & resource management, poor infrastructure & limited fiscal autonomy. This report highlights these challenges & the weak implementation of protective laws like PESA, highlighting the need for better representation, capacity building & stronger governance frameworks.
