Federalism and Local Governance in the Scheduled Areas: The Case of Odisha and Assam

The Areas, covered under the Fifth and Sixth Schedule of the Indian Constitution, are often seen as 'states within the states'. The local governance in the Scheduled Areas of India hardly finds adequate engagement within the larger discourse on federalism. Accordingly, the issues and grievances of the tribal and other marginalized groups, who constitute the majority of the people living in the Scheduled Areas, are either overlooked or inadequately addressed. This paper, drawing from the field study in Assam and Odisha, reflects on the local governance issues in the Scheduled Areas of India.
